The Two Counties Trust (TTCT) Governance Model

Effective governance in our Trust is supported by the following:

  • Trust Members who are guardians of the constitution.
  • Board of Trustees who are accountable for educational standards and financial conduct across the Trust.
  • Audit Committee who maintain an oversight of risk management
  • Local Governing Bodies who have delegated authority in each as per the Terms of Reference and Scheme of Delegation approved by Board of Trustees.

The Two Counties Trust is governed by the Board of Trustees who are accountable to the DfE. They have overall responsibility and ultimate decision making authority for all the work of the Trust, including the establishing and running of the academies operated by the Trust.

In order to assist with the discharge of their responsibilities, the Trustees have established a Local Governing Body (LGB) for each of the academies. The LGB shall be a committee established pursuant to Articles 100 and 104 of the Articles of Association of The Trust.

The governance structure is underpinned by the Articles of Association and details set out in the Local Governing Body Scheme of Delegation which shall be reviewed at least annually.

Financial governance, must as a foundation, be compliant with the principles and regulations set out in the Academies Financial Handbook and the Funding Agreement.

Board Diversity

Due to the number of Trustees, we do not publish our diversity data online as individuals could be identified and we have a legal obligation to protect their personal data.

Local Governing Bodies

Local Governing Bodies in each school support the work of the Trust Board.  Governors are drawn from the school / academy community as both elected and appointed members. Local Governing Bodies are accountable to the Trust Board.  The broad duties and powers of a Local Governing Body are set out Trust’s Governance Structure which can be found here:

The names of the members of Local Governing Bodies, including Chairs of Governors, dates of appointment, date stepped down (where applicable), who appointed them, attendance records and relevant business / pecuniary interests are published on the individual school / academy websites.
